Guidelines for employers have been evolving since 1996. The HSE recognises that a legislative route is unrealistic, preferring the development of management standards.

  3. education available to all, with specific training for managers,
  4. support options available for those in need.

Some organisational cultures require a comprehensive and overt strategy, others are more suited to a minimal low-key approach.
